Profile of Tallahassee attorney C. Sha’Ron James, who serves in several women- and girl-centric organizations and is described as a ferocious advocate and trusted community leader. James is a commissioner for the Tallahassee-Leon County Commission on the Status of Women and Girls, the vice chair of the PACE Center for Girls board of directors, past president of the Tallahassee Women Lawyers and treasurer of the Tallahassee Bar Association. She has served on the board of the Refuge House, was a founder The Oasis Center for Women and Girls and is a former adjunct professor at FAMU, where she was named one of the 40 top alumni in 2010. James developed training for the Thunderdome, a program for young lawyers in the Legal Aid Foundation.

The Florida Bar Board of Governors is seeking applicants for the following appointments to be filled during its May 22, 2015 meeting:

ABA House of Delegates:
 Two lawyers to serve two-year terms commencing August 2015, at the conclusion of the ABA Annual Meeting. Applicants must also be ABA members.

Florida Legal Services, Inc. Board of Directors:
 Six lawyers to serve two-year terms commencing July 1, 2015. This is a 21-member board that provides judicial advocacy through co-counseling with local program attorneys and volunteer pro bono attorneys, provides legislative and administrative advocacy on policies impacting the legal rights of the poor, and provides civil legal assistance to indigent persons who would not otherwise have the means to obtain a lawyer.

Florida Lawyers Assistance, Inc. Board of Directors:
 Five lawyers to serve three-year terms commencing July 1, 2015. This 15-member board assists the legal community in securing counseling and treatment for emotional and chemical dependency problems for lawyers.

Persons interested in applying for these vacancies may download the Application for Special Appointment from The Florida Bar website, www.floridabar.org, or should call Bar headquarters at (850) 561-5757, to obtain the application form. Completed applications must be received by the Executive Director, The Florida Bar, 651 East Jefferson Street, Tallahassee, Florida, 32399-2300 no later than the close of business on Friday, April 10, 2015. Resumes will not be accepted in lieu of the required application. The Board of Governors will review all applications and may request telephone or personal interviews.

The Northern District of Florida has recently developed a volunteer lawyer panel program to fulfill the needs of pro se, in forma pauperis litigants in need of representation in civil cases.  While the litigants are primarily inmates pursuing civil rights issues, the program is open to all citizens in need who are eligible and approved for representation.

The program is seeking attorneys willing to help, and it welcomes newly-admitted attorneys as well as part-time attorneys and those in corporate or in-house positions.  Any attorney in good standing in the Northern District is eligible for the panel.  Further details in the administrative order establishing the panel are available on the Northern District of Florida’s website, posted under Forms & Publications as the “Pro Bono Volunteer Plan.”

Limited Appearance Program Launched

Two years since the TBA Pro Bono Committee first investigated the possibility of new methods of pro bono service, a Limited Appearance Program is now available through the Legal Aid Foundation. Launched with a free 30 minute CLE just before the February TBA Meeting, the Limited Appearance Program allows attorneys to handle certain family law cases for representation with the legal obligation extending only through mediation. Therefore, if the case does not settle at mediation, representation of the litigant would end at that point. Thank you to TBA Pro Bono Committee member Ben Bush and LAF Board Member Tom Powell who developed the specifics of this exciting new program. At the February 3rd CLE, this new LAF program, process, forms, and the professional support offered those attorneys who participate was explained to the attendees.

Judge Philip J. Padovano did not seek retention, creating a vacancy in the First District Court of Appeal. The First District Court of Appeal Judicial Nomination Commission has been asked to provide Gov. Rick Scott with nominees.

Qualifications of Applications:
Applications submitted after the deadline WILL NOT BE CONSIDERED. All applicants must have been members of The Florida Bar for at least ten (10) years, electors of the State of Florida and be residents of the First District prior to taking office.

Instructions for Submission:
1) Judicial applications for this one (1) District Court vacancy must be received before 5 p.m. on February 11, 2015, to the following electronic addresses:

c/o Edward P. Fleming, Esquire

2) The Judicial Application (which can be downloaded from The Florida Bar website, www.flabar.org) must include:

  • One (1) Digital (electronic) copy of the application (either as a .PDF or in Microsoft Word) toepfleming@pensacolalaw.com and copied to psheidebrecht@pensacolalaw.com; and One (1) Digital (electronic) copy of the application with personal information redacted in a format suitable for submission in response to a public records request;
  • A recent photograph should be attached to the original and each copy;
  • All letters of recommendation in your possession that you wish the Commission to consider, however, recommendations may also be sent as supplements, after the application is submitted;
  • Copies of the applicant’s completed Federal Income Tax Returns for the preceding three (3) years OR current financial statement and financial history. NOTE: if you are practicing law as a professional association, your tax returns for the three (3) year period should include the tax returns for the professional association; (These shall be transmitted electronically together with the original of the application.)
  • Any additional information which you feel may be helpful to the Commission in assessing your qualifications

3) After the deadline for submitting applications, the Commission will determine which applicants to interview. If you are to be interviewed, you will be contacted to confirm the date, time and location.

4) As you know, all proceedings of the Commission are open to the public except for deliberations. Accordingly, you should not expect your application to be kept confidential.

5) If an applicant is nominated, all materials attached to the original application will be submitted to the Governor.

6) If there is any question about the application process, please contact Edward Fleming at the address above.
